EBSERH: TRATANDO A UFRJ COMO UM “PRESUNTO” A FATIAR!

NOTA: durante as primeiras discussões sobre a EBSERH, sua função seria “apenas” uma nova forma de administração e de contratação/gestão de pessoal. Nesses termos, havia algum espaço para uma discussão amigável. Quando foi apresentada sua minuta de contrato, prevendo CESSÃO IRREVERSÍVEL DE NOSSO PATRIMÔNIO e REDEFINIÇÃO DO PERFIL DOS HUS (de maneira a atender às políticas do MS), passei a ver a investida do MEC como uma traição às Universidades e os mentores da EBSERH como pouco honestos e inimigos a derrotar. Tudo em função daquilo que considero os interesses da UFRJ e da população brasileira. Nesses casos, a linguagem tende a ser compatível com os sentimentos.

O descompromisso de alguns diretores de hospitais com a própria UFRJ está chegando a um paroxismo. Foi-nos informado OFICIALMENTE que nossa Reitoria aceitou, sem ter debatido com o CONSUNI, um “FATIAMENTO-EBSERH” de suas unidades hospitalares, pois, contrariamente a todas as decisões prévias, CADA UNIDADE FARIA O SEU PARTICULAR CONTRATO COM A TAL EMPRESA*. Ainda que necessite de uma aprovação prévia do CONSUNI, a Reitoria, nesse caso, perderia toda influência sobre elas. Considerando a cessão de patrimônio, também prevista (mas que vem sendo escamoteada), essas unidades teriam saído da UFRJ definitivamente: entregues em HOLOCAUSTO. Não é mais somente a AUTONOMIA que está em jogo, mas a nossa própria INTEGRIDADE como Universidade. Há muito tempo que alguns diretores agem como se suas unidades não pertencessem à UFRJ. São os mesmos que, por diversas vezes, se deixaram atrair a Brasília  pelos inimigos da UFRJ—para tramar contra nós—enquanto Aloísio Teixeira, Nelson de Souza e Silva e outros, esforçavam-se por elevar nossa integração através do C. Hospitalar. Esses diretores se tornaram uma espécie de “Quinta Coluna” contra a UFRJ.

Agora, com a cessão (vergonhosa) de patrimônio, essa separação em relação à UFRJ foi finalmente colocada na mesa. A UFRJ é uma só e se certos diretores não se orgulham de a ela pertencer, que se afastem ou sejam afastados, antes que destruam aquela que lhes deu vida e alimentou até hoje. A que nível de rebaixamento aceitaremos chegar? Outro sinal do “descompromisso-EBSERH” para com a UFRJ foi o total abandono à própria sorte das unidades Hospitalares não certificadas. “SÓ QUEREM MESMO O FILÉ”…como qualquer empresa, aliás. Se a posse é pública, o espírito, os usos e as práticas, já são completamente prívados há muito tempo. E quantos foram nossos esforços, quando da formulação do C. Hospitalar, para erguê-las! Algumas até estavam em processo de reerguimento, até que seus diretores caíssem no clima do “ESPERANDO EBSERH”! Como devem estar arrependidos!

ISIS OU MINERVA?!

O espírito do debate, que deveria fazer parte da vida universitária, anda um tanto comprometido entre nós. Quando muito, fizemos algumas exposições sobre a EBSERH—sem discutir seus riscos para a Autonomia Universitária, p. ex.—, todas um tanto sem vida e sem…debates! Nossos conselheiros pareciam cansados dessas confusões que não entendiam bem! Por 3 vezes, ouvi na sala do CONSUNI: “Não tem mais o que ficar discutindo! Todo mundo já sabe o que tem que fazer! Agora só falta fazer”. Palavras como essas, ditas em uma sala erguida em função do DEBATE; em um CONSELHO, cuja existência sempre se dá para os DEBATES e sob a inspiração GREGA (configurada na figura de MINERVA) deveriam ser consideradas uma  afronta ao ESPÍRITO UNIVERSITÁRIO. Afinal: nossa inspiração é GREGA ou EGÍPCIA? Se é egípcia: troquemos a efígie por uma imagem de ISIS; tenhamos um “Faraó filho do Sol”, rodeado de sacerdotes e transformemo-nos em meros escribas. Mas se nossa inspiração é grega; no povo que “inventou” e cultivou o DEBATE livre de todas coisas**, inventando também a boa POLÍTICA, então, meus colegas, ainda temos muito a debater.

Mas essa fuga aos debates é um sinal de que os “EBSÉRICOS” estão percebendo sua rápida perda de terreno na UFRJ como um todo. Nossos conselheiros parecem estar se dando conta de que o argumento baseado na “solução do problema dos ExQuadros” é uma falácia. Basta atentar para o absurdo da situação. De um lado, o nosso bem maior: a AUTONOMIA UNIVERSITÁRIA e a INTEGRIDADE DA UFRJ; do outro, um grupo de funcionários que sequer faz parte do seu Quadro Permanente (embora sejam muito importantes e tenhamos um compromisso para com eles). Faz algum sentido sacrificar a primeira em função do segundo? A única explicação para essa total falta de lógica é: QUEREM TIRAR VANTAGEM DO SOFRIMENTO ALHEIO!

E entre nós, da área de saúde?! Por que aceitar essa humilhação e perda de poder? O que dizer, ainda, das pessoas em cargo de direção que não se dão conta de que nossos hospitais não mais pertenceriam à UFRJ, mas à EBSERH? Como é possível que aceitemos sequer discutir a cessão de um patrimônio que nem nos pertence pessoalmente, mas que faz parte da história de nossas instituições? Estamos fazendo um “HARAQUIRI” em praça pública. E os abutres que rondam nossa unidades, minando nossas energias? Uma coisa é certa: todos os que apoiam a EBSERH, cada um à sua maneira, estão traindo suas instituições. Alguns sua própria história; já outros…sempre foram assim mesmo.

Ouvi, certa vez, história de um rapaz cuja família era dona de uma das mansões da Av. Atlântica e que, depois da morte de seus pais, foi alugando seus quartos, até terminar “morando” no vão da escada. Abrindo mão da posse de nossas instituições, corremos risco parecido. Logo estarão abrindo nossas enfermarias para outras empresas médicas—sejam Faculdades privadas ou de Seguro Saúde, pois eles sempre “se entendem”—dando-lhes preferência de utilização das instalações que ainda são nossas. Terá sobrado um vão de escada para nós? Não duvidem, processos desse tipo, depois de iniciados, e sem a intervenção de uma força externa, prosseguem até a “SOLUÇÃO FINAL”.

*Por dispor de vários HUs, a UFRJ tem situação muito diferente das demais. Assim, seriam necessários 2 contratos: no primeiro o CONSUNI aprovaria uma entrega sem qualquer contrapartida do PATRIMÔNIO (pertencente à UFRJ) à EBSERH. O “fatiamento” de alguns, a partir de contratos particulares, seria inevitável. Além disso haveria o fechamento de outros. São ou não inimigos a derrotar?
